Hi CapAhab.
Please undo this change because it doesn't follow the Uruguay convention.
For rural roads, the primary, secondary and tertiary roads are strictly binded to the official definition of primary, secondary and tertiary road networks. You can check the classification in the GIS mtop.gub.uy.Ii you did the same kind of changes in other roads, please review them, because the rural roads were well mapped in Uruguay since several years ago.

Hi muralito,
I upgraded route 10 from tertiary to secondary based on the improved roundabouts at either end of this segment. Also based on the Uruguay GIS map it is considered one of the ‘Rutas Nacionales’, I believe this portion was under classified as tertiary and best fits the overall network as a secondary. This was the only major classification change I made in Uruguay.

I think it wasn't underclassified.
It is a rather narrow route, without a shoulder, and the vegetation, mostly shrubs, in many parts almost invades the road. It crosses a protected area, you have chance to find wild animals on the road, and its a road with bad and few signals (both horizonatal and vertial) that is better to avoid beetwen sunset and sunrise.
The name "Rutas Nacionales" is an obsolete classification in Uruguay. Many years ago routes 1-9 were the "Rutas Nacionales". Currently, the classification of the routes managed by MTOP (transportation ministry) in 4 networks "corridor international" (as trunk in OSM), primary, secondary and tertiary (same name in OSM).
Concluding, this section of route 10 is a tertiary network.
You can also see other sections of Ruta 10 were abandoned, and doesn't exists nowadays because the dunes have advanced.

Ok. I was also refering to the same map as MTOP. It is the official network, In this map, if you uise the "i" info tool, and click on the road, you will see in column "Categorizacion" value "Ruta Terciaria"
