Unfortunately, you appear to have misunderstood how LLCS exists and failed to check the actual signage in place.
For example, the signed restriction on Tower Bridge is a prohibition of goods vehicles exceeding 18 tonnes, i.e. goods vehicles with a maximum gross weight between 3.5 and 18 tonnes are permitted.
