Rough updates from commute survey; Incl. addition of fire hydrants, elevators, traffic signs, crossing refinements.

Updated bicycle parking tagging to more accurate `access=yes`.

Changed sidewalk tagging from "as refinement of a highway" to "as separate way" system to reflect sidewalks that are already mapped separately..

General tidy up within Hougang area

Fixed errors in bicycle parkings' tagging (e.g. `bicycle_parking=rack` instead of `bicycle_parking=two-tier`, `access=yes` vs `access=permissive`).

Added `alt_name` for Pick parcel lockers to reflect informal names used on the ground.

Updated Pick Network's parcel lockers with known-common attributes.
