Yes, I did. The relevant document here is WMO Resolution 40. It defines the use of essential meteorological data. It states that "[m]embers shall provide on a free and unrestricted basis essential data and products ...". The question now is if the station inventory is part of "essential data". Relevant here is Annex 1 to Resolution 40 (http://www.nws.noaa.gov/im/wmor40a1.htm): e.g. "Six-hourly surface synoptic data from RBSNs [Regional Basic Synoptic Networks] , e.g. data in SYNOP ..." Since it is impossible to associate SYNOP messages to a station without a station inventory it clearly encompasses essential data.
Just to be certain I emailed WMO years ago, but never got an answer. But to be sure I will send a message again today.
