Changing it back to an alley from a secondary link.
It's definitely not an alley, but a real, one way street
It probably should be a tertiary road, as should the rest of Fallon in this area.
The rest is marked residential, which is not quite true.
Let's agree, then make a change.

Hmm. It's a very narrow, straight street with no sidewalks, that can't be more than 15 feet wide at the widest point. It looks like an alley to me. I would expect a link road to look more like an offramp or slip lane. There are plenty of public streets classified as alleys. (It also looks like it might technically be part of Embarcadero, not Fallon, based on the assessor's map at http://www.acgov.org/ms/prop/maps/BK018/0180435.00.PDF )
I would agree that the rest of Fallon shouldn't be tagged as highway=residential, but tertiary seems excessive to me. It's only a couple of blocks long and almost a dead-end street. It's not a through-route to anywhere and doesn't have much traffic. I would tag it as unclassified myself.

As I review my notes, I'm not sure about the name. I don't think that it shows up on the assessor's map. This street is north of the railroad, in real life. Embarcadero, both on the assessor's map and in real life, is south of the railroad.
I don't remember whether there is a street sign for this section.
I'll try to check.
I used to use this road every day, on my bicycle.
The wiki definition of alley doesn't seem quite correct.
This street connects to Oak, and seems like more than an alley.
An alley or alleyway is a narrow service road usually located between properties to provide access things such as back gardens, rear entrances, fire exits, and storage areas. Alleys are normally found in urban areas and often run between the rear sides of buildings such as houses, and commercial premises.

On the other hand, there is a second abandoned railroad which ends behind the San Francisco BART Oakland place, on 25 4th Street. Maybe that is the first railroad. That explains the location of Victory Court.
Embarcadero West is south of the railroad, in the current real life, but perhaps the old Embarcadero did run along the railroad.
There are many addresses missing from the assessor's, such as 260 Oak Street.
I think the assessor's map is not reliable.

Still investigating the name of the street.
Oakland DOT suggested that I request a street sign via SeeClickFix, and that will force the city to find out the correct name of the street.
